The News Virginian reports that Senator Mark Warner spent some time in the valley yesterday, stopping in Harrisonburg  after a visit to a health care facility in Lynchburg.  He remarked that on taking office in 2009, the economy was in an even deeper ditch than anyone realized. And the senator puts the responsibility on those from Wall Street to Main Street. “The American people have to look in the mirror. We were all too over-leveraged,” said Warner.  According to WHSV, the Senator visited Rosetta Stone while in the area, and finished up the day with a town hall meeting at the Spottswood Country Club that attracted nearly 50 people, speaking about the increasing focus on jobs in Washington, and bringing more high-tech, state-of-the-art companies like Rosetta Stone to the area.

Charlottesville City Council heard Tuesday what it would cost to repair or build a new concrete dam on top of the existing Lower Ragged Mountain Dam. While the costs are well below an alternative design for an earthen dam, council said they would wait until Sept. 20, after a public hearing, to make a recommendation on the water plan’s next steps.

Greg Zamensky, an engineer with consultant Black & Veatch, shared his firm’s findings related to the repair or enlargement of the existing Lower Ragged Mountain Dam.

“No design has really been done,” said Zamensky. “At this stage of lack of design, there is a great deal of uncertainty. …We elected to go with a minus-10 percent to plus-30 percent [cost factor].”

Black & Veatch reported that a 45-foot increase in the reservoir pool could be accomplished for between $21.4 million and $27 million — an amount, Zamensky said could be $9.7 million less than the projected cost to construct the all-new earthen dam proposed in May. The firm also reported that the existing dam could be raised 13 feet for a cost between $9.9 million and $13.1 million or just repaired for $6 million to $7.9 million.

Zamensky said the cost figures were updated since their study was provided to the city to allow a cost comparison to the earthen dam design already developed by the Rivanna Water and Sewer Authority. The estimates shared with council now include other costs related to the protection of the Interstate 64 embankment and environmental mitigation.

Charlottesville Mayor Dave Norris asked if finding raw materials for a concrete dam would be a challenge, a key reason why Schnabel Engineering recommended an earthen dam approach earlier this year.

“A concrete dam takes aggregate and cement. Cement will need to be hauled in from off site,” said Zamensky. “The nature of the rock at this site does not lend itself to quality [aggregate], so that material would also need to be trucked in from off site.”

Neil Williamson, executive director of the Free Enterprise Forum, spoke during public comment and said his group was firmly behind the 2006 water plan which includes a new dam at Ragged Mountain, raising the reservoir 45 feet, and a new pipeline connecting it to South Fork.

“I hear from business leaders and other community leaders throughout the day that are frustrated by the city’s lack of commitment to the plan that they endorsed in [2006],” said Williamson.

Another supporter of the plan, city resident Jim Nix, told City Council that money was an important factor to consider.

“Assuming the Black & Veatch estimates for the cost of modifying the existing dam at Ragged Mountain prove valid, the [entire dredging-based ‘Norris plan’] will cost $26 million more than the current plan, even before adding the unknown cost of decades of future mandatory dredging,” Nix said to council.

“Keep in mind that… [the Norris plan] falls far short of providing the necessary storage capacity to satisfy projected demand and to meet stream flow requirements of the DEQ permit,” added Nix.

John Cruickshank, chairman of the Piedmont Group of the Sierra Club, said in an interview that his organization had recently approved a new position statement on the water plan. The group’s recommendations include abandoning the current plan altogether and studying dredging in more detail.

“When you have a reservoir, it needs to be maintained,” said Cruickshank in an interview. “Rather than starting a new reservoir or enlarging an existing one, it makes more sense to maintain the one you have. The alternative is building a new dam and destroying 200 acres of forest. It’s not all about the money.”

A June study by HDR Engineering said one-time dredging of South Fork could be accomplished for between $34 million and $40 million. Both the Sierra Club and Citizens for a Sustainable Water Plan have said additional options for dredging need to be evaluated and priced before a water plan is finalized.

“Since the [HDR] dredging study has come in, we now believe dredging South Fork to its original capacity is really in the best interests of the community,” said Cruickshank. “That combined with water conservation should provide enough water for the next 30 years.”

Council also received an update Tuesday from city staff on issues that would have to be considered if the city chose to issue a request for proposals for dredging.

“I had asked for this report because I think it is important for us to starting thinking about,” said Norris, who supports dredging first instead of building the new earthen dam at Ragged Mountain. “We are not asking council tonight to approve an RFP process, but that is going to be coming very soon if we decide to proceed with dredging.”

On a balmy sunlit Labor Day afternoon the Richmond Flying Squirrels came from behind with a four-run outburst in the bottom of the fourth inning. It was enough to win their last game of the season, topping the Bowie BaySox by a score of 4-3.

Although the Flying Squirrels didn’t post a winning record, 67-73, in their inaugural season in Virginia’s capital city — with its fans much accustomed to Triple A baseball — the Squirrels did finish with the best record in the Double A Eastern League in one rather important bottom line.

For most of the twentieth century, West Virginia was a college basketball hotbed. Its major programs were a success, but perhaps even more successful was the West Virginia Intercollegiate Athletic Conference, composed of fifteen schools that rarely earned headlines but set many records and became an identifiable part of small town culture and a source of state pride. This ethos exists today in small town Kentucky and Indiana but struggles to survive in West Virginia. Part of the reason is the state’s population decline since the 1950s. That, author Bob Kuska argues, along with the rise of cable and satellite TV and the major college basketball empire, stole the thunder–and the crowds–from these small town communities.   And yet, these teams play on in obscurity and still find success. Against the backdrop of West Virginia’s great small college history, Kuska chronicles the day-to-day struggles and triumphs of one modern school, Alderson-Broaddus College in Philippi, West Virginia. What happened to that team during a rags-to-riches yearlong stretch would’ve been remarkable at any level, let alone at a school with very low athletic department budgets and low visibility that makes recruiting talented players almost impossible.   As he alternates between coaches and players, past and present, Kuska contrasts the fan enthusiasm of the conference’s early years with the apathy that plagues the teams of the twenty-first century. If sports fans can get past the media and the madness that has made college basketball increasingly similar to professional basketball in its self-indulgence and sensationalism, they are left with leagues like the West Virginia Intercollegiate Athletic Conference–scrappy, intelligent, and spirited–and still finding ways to succeed and thrive.

The Civil War has long been described as a war pitting “brother against brother.” The divided family is an enduring metaphor for the divided nation, but it also accurately reflects the reality of America’s bloodiest war. Connecting the metaphor to the real experiences of families whose households were split by conflicting opinions about the war, Amy Murrell Taylor provides a social and cultural history of the divided family in Civil War America.

So, what happens when a child comes up and says something like "there's a huge bow and arrow in the woods over there, where we've seen a teenage girl living for a few weeks"? This local event happened recently in South Riding, and proved to be a revealing set of "lessons learned" - plus an example of how a mature community association can spring into action.

After this "by the way" remark, and a subsequent parent's inspection of the wooded area about 20 yards away from driveways, yards and houses where about 30 young children routinely play - sure enough, a serious compound hunting bow with several medieval-calibre metal-tipped arrows were found, along with a deflated blow-up mattress, backpack, food refuse and other "camping" litter. The mattress was deflated, evidently the target of thrust-and-parry training exercises wrought on it by, after further local questioning, some of the pack of little boys (i.e. the "real" community watch patrol) who had discovered the site 2 weeks earlier.

Further cursory inspection revealed some business cards, with local housing, moving and "family and adolescent counseling" service providers...not the kind of thing you like to see associated with the owner of suburban hunting equipment, right?

The first round of local Dulles South Public Safety Center Sheriff response was prompt, but ended a bit unsatisfactory - along with the comments (paraphrased) that "it's not illegal to be homeless in Loudoun", and "owning hunting equipment isn't illegal", "I can't take the bow, it's simply discarded property", and "I guess I could write down some numbers from the cards, and make a few calls" (after some prompting).

The unfolding story and evidence seemed to clearly point to a young person in trouble, a family in need, a potentially escalating danger to the community, an immediate danger to little kids, and all kinds of community property violations...but the initial law enforcement response was fairly tepid, though probably, technically, accurate (and perhaps correct in terms of relativity to other County or Homeland Security concerns?). Enter the South Riding Proprietary.

They came quickly, complete with clean-up crew and a full, new compliment of Sheriff department representatives - intent on actually making a report, securing the dangerous items, and following through with further investigation. As the Proprietary Manager put it, "we've got a great relationship with the Sheriff's department, and this isn't usually how things are handled - plus we're very concerned about the potential adolescent involved..." Unlike the first encounter, this second was much more consistent with community and parental expectations and pure reason, and hopefully will result in the help somebody needs.

For any of the families involved in the situation, it's comforting to know a community-run and funded organization is ready to help. Untitled
